Pakistan's education policies have remained inconsistent and arbitrary. Discussing each within the span of this paper would be inconsequential, therefore, only  the Education Policy outlined in 2010 would be discussed. This policy to a greater extent also reflects our inglorious past. The policy like previous policies has a long wish list.  Taking a look at some of the salient features, it seems to be based on unevaluated facts, lacks real strategy and has been made in isolation. Announcements made within the policy are only too good to be true:-

1. Allocation for education would be 7% of the national GDP by 2015. Seems overstated by a government that is struggling to make its ends meet. Inspite of the heavy borrowing by the current government, and insufficient funds to pay even governemtn employs, it seems that this announcement wa made out of a mere bliss and best left to be carried out not by the current regime but for those that are to follow. A look at the trends reveals that the education budget for 2006-7 the allocation was a mere 2.5% of GDP. In 2007-8 this amount reduced to 2.47% of GDP. In year 2008-9 the amount further reduced to 2.1%. Where and how this amount would come from is anybody’s guess, since it apparently has not been coordinated with the Ministry of Finance.
2. Level of Public Sector Schools will be lifted to match the levels of good private schools.  This again seems to be another wishful thinking, how this would be done is completely missing. Improving education not only requires buildings, schools, books, administration, teachers, but also an educational culture that does not come overnight.
3. A common curricular framework will be applied to educational institutions.   Is common curriculum a real problem at hand? Obviously, policy makers are oblivious of the real problems facing the education sector within Pakistan.
4. Literacy rate would be enhanced to 86% by 2015.   We are already into 2012, and have yet to see any improvement in the literacy rate, let alone the visible decline in all government sectors; education sector is no different. It is only a real census that can give us a clear picture. How this is going to be achieved is clearly missing.

   Our education policies have continued to focus on the most important issues within the education sector and the attention it should be given to eradicate social injustice and economic deprivation. Policies need to focus on reducing gaps between various student circles (in private and public sectors), its availability to the general public and the quality for developing thinking minds able to bring about social prosperity. On the whole, our policies have remained in isolation and even after extensive deliberations in their formulation, remained focused on what and why, while tacitly ignoring the real issue of who and how. Our parliaments have mostly remained involved in resolving political chaos resulting from corruption and lack of good governance, rather than finding time to discuss such important matters to gain widespread recognition.
